Author Biography

DAVID A. WILLOUGHBY, P.O.E. has 21 years of experience in engineering, technical writing, and management in the natural gas, pipeline, and petroleum facility industry. His experience includes gas transmission and distribution systems, petroleum facilities from conception through design, construction and testing, economic evaluation, and project field supervision. Mr. Willoughby is registered by the Council of Engineering Specialty Boards as a Petroleum Operations Engineer.

Mr. Willoughby is currently a Projects Manager for the consulting engineering firm of Rummel, Klepper & Kahl. Mr. Willoughby works in the Natural Gas, Petroleum, and Pipeline Division out of RK&K's Richmond, Virginia office.

Prior to working for RK&K, Mr. Willoughby served for twenty-four years in the United States Marine Corps, with his last eighteen years of service as a Petroleum Engineer. During this period, Mr. Willoughby held increasingly responsible positions in project management, petroleum operations and engineering, hydraulic design and analysis, pipeline design and operation, and petroleum facility design and operations.

Mr. Willoughby lives in Prince George County, Virginia with his wife, Betsy. They have three daughters, Cheryl, Shannon, and Sarah.
