Author Biography

Stephen P. Cohen has been professor of Political Science and History at the University of Illinois and director of its Program in Arms Control, Disarmament, and International Security. In September 1998, Dr. Cohen will join the Brookings Institution as a Senior Research Fellow in Brookings' Foreign Policy Program.
